Utility Rate and Tax Relief

The City of Bellevue has two programs to help low-income persons living within the service area of Bellevue Utilities. Check below to see if you qualify for one or both programs. For more information, please call 425-452-5285.

Utility Rate Relief

The city offers low-income seniors (62 and older) and low-income residents with permanent disabilities relief on their utility costs for water, wastewater and drainage.

Rate Relief offers up to 75 percent off utility costs for seniors and persons with permanent disabilities who meet specific residency and income guidelines. The form of relief and household income guidelines depend on how utility costs are paid:

  • If you pay a Bellevue utility bill directly, you may qualify for a rate reduction on your 2017 utility bills if your 2016 household income was $31,400 or less for one person, or $35,910 or less for two persons. For complete program guidelines and application, see 2017 Utility Rate Relief Reduction Application Packet.

  • If your utility costs have been paid through rent or other third party, you may qualify for a rate rebate check on 2016 utility costs if your 2015 household income was $31,030 or less for one person, or $35,480 or less for two persons. For complete program guidelines and application, see 2017 Utility Rate Relief Rebate Application Packet.

Applications must be received by Bellevue Utilities at downtown Bellevue City Hall by 4 p.m., PST, on Oct. 31, 2017. Applicants are encouraged to apply early because the application process can take eight weeks to complete, longer during peak application periods. Providing a complete application with all required documentation helps expedite processing. Late or incomplete applications cannot be processed.

NOTE: If you qualify for the 2017 Utility Rate Relief Program, you automatically qualify for the 2017 Utility Tax Relief described below.

Utility Tax Relief

Bellevue’s Tax Relief Program offers a year-end rebate check for a portion of the utility occupation taxes paid to the City. This program is open to persons living in the service area of Bellevue Utilities that contribute to the payment of city utility services and meet low-income guidelines. For complete program guidelines and application, see 2017 Utility Tax Relief Application Packet.

Applications must be received by City of Bellevue Utilities at downtown Bellevue City Hall by 4:00 p.m., PST, on Thursday, November 16th, 2017. Applicants are encouraged to apply early because the application process can take several weeks to complete. Late or incomplete applications cannot be processed.

NOTE: If you were approved for the 2017 Utility Rate Relief Program described above, you do not need to complete this additional application. Approval in the 2017 Utility Rate Relief Program has already qualified you for the 2017 Tax Relief rebate.
